- CONSOLIDATION CAMPAIGN (owner directive 2026-07-02, d-2572 — supersedes the discovery priorities below while state/CONSOLIDATE exists): add NOTHING new (no papers/authors/standards/laws/crashes); level every ingested record to the same internal standard. Each session: run `python3 systems/evenness_audit.py` and drain the BLOCK routes it names (the seeder now also re-opens stale terminal units, bounded). Discovery entry points refuse while the flag is on. Done when the audit exits 0 on the box; lifting the flag is the owner's call.
- AUTONOMOUS OPERATING MODE (owner directive 2026-06-04): the catch-up campaign is done — the deterministic backlog is drained. Each session runs `python3 systems/next_work.py` FIRST (heal + seed work_queue from catalog state + print the balanced plan), then drains the plan. The seeder (systems/seed_work.py) is the keystone: it refills the queues from catalog gaps so the loop never idles. Follow memory/evening_runbook.md.
- [SUSPENDED while state/CONSOLIDATE exists — d-2572] Keep the pipeline fed via bounded discovery waves. Discovery is ON again. When the pipeline runs dry (next_work.py reports no demand across the deterministic stages), open a wave: `python3 systems/enqueue_discovery.py author --max 250` (aggressive ~250 un-swept authors), then drain it. Newly-discovered papers seed back through archive -> enrich -> embed -> classify -> summarize -> verify -> catalog.
- Drive every paper to a terminal state (g-009). The loop attempts the ~1,476 never-attempted pending archives over time, bounded per evening; non-OA papers settle to indexed (terminal). d-2536 landed: indexed papers with a documented access_route now catalog without an abstract.
- Keep the live health dashboard deployed. validate.py builds the site (incl. the company-health page); deploy via systems/site_deploy.sh every session the catalog moved. The public site must always mirror current company state.
- Resolve open proposals. The CEO checks state/decisions.jsonl for unresolved proposals first each session. Code self-fixes are allowed (respect systems/core_files.yaml + DB invariants; run pytest after).
